No. If you do not report income or assets to your country's tax authorities, this is not considered a criminal offence in Switzerland. Swiss law calls it tax evasion, as opposed to tax fraud which implies forgery, and it is not sufficient to ask Swiss bank secrecy to be lifted, even upon the request of a foreign government.
